Home Builders Federation
"The nature of house building dictates that there needs to be significant flexibility in how house-builders employ their workforce. These proposals would penalise both companies and employees alike and it is far from clear they would be easy to implement in practice or fully reflect the risk that individual contractors actually bear. It is important that we do not create any additional or unnecessary barriers to building the homes we know this country needs in the years to come given the scale of housing need that exists."
-
Federation of Master Builders
“The current proposals will fall hardest on small construction companies whilst leaving black economy traders unscathed. There is widespread anger amongst small building firms that the construction industry has been singled out for special treatment. Increased costs of national insurance contributions would result in higher building costs which would have an inflationary effect on the cost of projects. The timing could not be at a worse time when the building sector is suffering its worst recession in decades. The Government needs to go back to the drawing board and rethink its proposals because what is being proposed is flawed and unworkable.”
-
Persimmon Plc
“We are committed to making the current Construction Industry Scheme (CIS) system work. This provides a fair and balanced way of ensuring that those working in construction are taxed appropriately which industry and the workforce understand. Our commitment, coupled with effective monitoring and compliance activity is all that is needed to ensure the right outcome."
-
Baratt Developments Plc
"Barratt Developments Plc recognises the need to correctly administer the existing PAYE legislation. We consider that the proposed new framework for subcontractors is a poorly conceived and impractical proposal that will cause more issues than it addresses. We have submitted a full response to the consultation and welcome the support of the HBF in this matter."
-
Hudson Contract Services
"Hudson Contract Services Ltd lawfully contracts over 65,000 self-employed operatives under the statutory requirements of the current Construction Industry Scheme. The employment status of the operatives is audited by us, and their pay and tax declared and accepted by HMRC. On behalf of all our clients - over 1,300 small and medium sized contractors - we are confident that compliance is being achieved without the need to introduce the proposed overarching measures."
